The project “Development of Strategy and Action Plan to Improve the Integrity, Transparency and Efficiency in the BiH Electoral Process”
The project “Development of Strategy and Action Plan to Improve the Integrity, Transparency and Efficiency in the BiH Electoral Process”, funded by the European Union, will support the implementation of one of the 14 key priorities of the European Commission’s Opinion on the application of Bosnia and Herzegovina (BiH) for EU membership, which is aimed at ensuring that elections are conducted in line with European standards by implementing OSCE/ODIHR and relevant Venice Commission recommendations.
The project will also support strengthening the institutional capacity of the BiH Central Election Commission to address the technical shortcomings of the election process, including the possible introduction of technological tools and improved communication by the BiH CEC to restore public confidence in the election process. The project is expected to provide a future-oriented common strategic framework for BiH, allowing additional funding from EU financial instruments, other donors and the BiH Central Election Commission to implement the Action Plan. The project completion date is September 2020.
The project “Development of Strategy and Action Plan to Improve the Integrity, Transparency and Efficiency in the BiH Electoral Process” is funded through the Instrument for Pre-Accession Assistance (IPA) in the total amount of EUR 299.000 and implemented by Indra Soluciones Tecnologicas de lainformacion SL, a Spanish company with 40 years of experience in providing technological solutions and professional services for electoral process management in 40 different countries.
As the final results of the project, the following goals have been set: 1. Develop and start implementing a comprehensive five-year strategy to improve the integrity, transparency and efficiency of the election process and the Action Plan for its implementation, and provide a cost estimate. The strategy will include, but will not be limited to: the election administration training program, the introduction of new technology, which may be, but is not limited to, scanners for a more efficient counting process, the introduction of software or upgrading current CEC software to timely publish counting process and preliminary election results during and after election night for citizens and the media; 2. Fully implemented pilot project in the municipality using technology, rented counting scanners and / or other technical measures that would make the process more transparent and efficient. Evaluation report on the process itself, which provides advantages and disadvantages, including financial aspects and recommendations for the use of technology on a larger scale; 3. Prepared plans for the implementation of at least three identified activities from the Action Plan and the inclusion of estimated costs for its implementation; 4. Comprehensive Communication Plan (combined with an Action Plan for its implementation) with the aim of improving communication with the public before, during and after the elections, and whose primary goal is to restore public confidence in the CEC BiH as an independent body, as well as confidence in the entire election process.
An Inception Report and a Baseline Report were prepared in 2019 and presented in November-December 2019.
