Management education and development of training programs for members of the BiH CEC, managers and relevant training staff
In the period from August 3 to October 31, 2017, the Central Election Commission of Bosnia and Herzegovina implemented the project of support of the Council of Europe to the activities of the Central Election Commission of BiH for the coordination of the project “Management education and development of training programs for members of the Central Election Commission and relevant training staff”.
The main goal of the project was to improve management skills and ensure the development capacity of the election administration, and to improve the functioning of the BiH Central Election Commission through training of BiH Central Election Commission members and managers in the BiH Central Election Commission, as well as relevant training staff. The focus of the training was on a better understanding of the basics of leadership, human resource management, team building, asset planning, operating systems, improving professionalism and communication, cultural diversity and competencies.
LEAD facilitators of the European Center for Electoral Support (ECES) were hired for the implementation of the training by the Council of Europe. LEAD training was conducted through the organization of: a) Train the Trainers course (ToT) in the period 09-14.10.2017 and the training was attended by a total of 20 participants and b) training of 50 presidents of municipal/ ity election commissions in BiH (MEC), which were held in 2 five-day cycles: in the period 16-20.10.2017 in the Center for Education of the Central Election Commission of BiH in Sarajevo (out of the planned 25 presidents, 22 presidents successfully completed the training) and in the period 23-27.10.2017 in the Hotel “San” Laktaši (out of the planned 25 presidents, 24 presidents successfully completed the training).
The selection of participants in the training of 50 presidents of election commissions was made on the basis of a public call for expressions of interest sent to all presidents of election commissions of basic constituencies in Bosnia and Herzegovina. The BiH Central Election Commission made the selection based on the applications received, regional representation, size and complexity of the municipality and other relevant issues.
Instructor training was conducted through a combination of educational techniques with an interaction-based approach. In addition to the lectures, the focus of the training was on practical problem solving, using content that is relevant to the training participants, i.e. cases faced by election stakeholders. Through practical and interactive learning, the training encouraged the exchange of experiences among the participants as well as thinking outside the box to give creative and innovative ideas. The first cycle of LEAD training for instructors ended with the awarding of a certificate of successful completion of the training program for LEAD trainers to all trainees and eight persons from the Secretariat of the Central Election Commission were selected, who had under the mentorship of the LEAD facilitators delivered the training to the presidents of the election commission as candidates for the LEAD trainer.
Training of election commissions' presidents have, in accordance with the adopted methodology and topics from the first cycle of training sessions, included presentations and workshops on the topic of leaders and leadership, phases and elements of the election cycle, sensitive phases in the election cycle, then topics related to development of dialogue between the participants in the election process, negotiation and mediation procedures, as well as the specifics of adult learning and training. The training for the presidents of the election commissions ended with the ceremonial awarding of certificates of participation to the participants who attended the entire training (46 in total). Also, the selected 8 candidates from the Secretariat of the Central Election Commission of BiH have, upon successful completion of the training of the presidents of the election commissions, received a certificate of completion of the training program and the title of certified LEAD trainer.
Leadership training contributed to the development of the competence of election commission presidents, in the sense that they know how to put their knowledge and learned leadership skills into a specific situation and resolve the conflict, both in working with the team - other election commission members, polling stations and political entities, as well as during the election process.
Given the topical nature of the subjects that are tailored to the participants, the training was also a forum for discussing the challenges facing the election administration in Bosnia and Herzegovina.
